Fixed position CTAs e.g. 'apply' for learners when viewing project pages

During the staff product training - seeing a few folks 'losing' the apply button when they are reviewing a project. Would be neat to have the apply button fixed on the page whilst learners scroll down the content.

Possibly some other use cases too for match matching

Eleanor Buxton this is going in the backlog but is probably going to sit there a long time. It's a good idea and would be a nice change for a lot of different pages but would be a significant UI change and probably a bit more error-prone, especially across different device sizes. We'll explore it when we have a chance.
