Create an option for admin to make payment account setup mandatory to begin a project

Problem: Presently there is no requirement for learners to add their payment account resulting in a lot of chasing come time to pay, and some program partners get tense with stipends that are not quickly paid. Although we send emails to remind them, they are not often opening them if they do land in their main inbox.
Solution: I would love to see a feature added when we build experiences that allow us to set this as a mandatory requirement for programs within our settings.
The feature:
Learners cannot start the project without adding their payment account information (similarly to signing agreements ahead of time)
The caveat: make this something we can decide to use or not, much like the feature of making project dates binding. This way if we have non-stipend programs we can leave the box unchecked.

Thank you for sharing this feature request and detailing the problem.
To address the issue of collecting payment information from learners, we propose implementing a permanent banner on learners' profiles and pages reminding them to add their payment information if they haven't already done so. This solution increases visibility without creating barriers to starting projects.

Shokoufeh Moradi Do you mean the banner will be there if the account is not set up? It would need to be very "loud" for lack of a better word - I thought we had banners before, and we still seemed to have so many not set up their accounts, but maybe it wasnt permanent? or did we take it away?
I do wonder how effective a banner would be and am curious on Carly and Sherrys thoughts also. We recently had someone with 10 different stipends waiting for months because they just never entered their account information, and since it was across programs we had 3 people trying to get ahold of them - lots of wasted hours!

We could look to use the banner to increase awareness but as Crystal noted, we are looking to see if we could link participation in the program with providing these details. Shokoufeh, is the banner effective? Perhaps an idea would be to attempt the banner to see what the response is to it and go from there.
